WebbSmall Area Plans. A Small Area Plan (SAP) is a product of the process defining the character of one section or area of the city or parish. Small Area Plans provide a more detailed level of direction to address the unique requirements and conditions for one community than would be found in the broader comprehensive plan. WebbSmall Plan means a plan: With a Participant Count for the Premium Payment Year of not more than 100, or With a funding valuation date for the Premium Payment Year, determined in accordance with ERISA section 303 (g) (2), that is not the first day of the Premium Payment Year. Small Plan means a plan that had fewer than 100 such participants.
